Easttown Township Easttown Township Berwyn, PA Berwyn, PA Full-time Full-time From $60,000 a year From $60,000 a year Easttown Township, in Chester County, PA is seeking a dedicated Accounts Administrator to join our Finance Department.
This is a full-time union position that plays a crucial role in assisting in ensuring the effective management of financial resources to support the Township's fiscal health.
As an Accounts Administrator, you are responsible for excellent customer service to the public, vendors, etc.
as well as clerical accounting work involving the performance of a variety of bookkeeping and clerical functions in support of the collection of Township revenues and delinquent Sewer and Solid Waste Fees.
This position requires that the individual exercise confidentiality in all matters.
Essential Duties and
Responsibilities:
Opens and sorts mail for the Finance Department.
Addresses customers in-person, via telephone, email, etc.
Receives payments through the mail and walk-in taxpayers.
Prepares and balances cash receipt batches and records cash receipts for deposit.
Assists in the preparation of various annual mailings including working with outside mailing vendors to generate annual and delinquent mailings.
Research delinquent accounts, returned mail, and other miscellaneous inquiries.
Prepares general business correspondence.
Works with Finance and other Township departments on various projects.
Maintains inventory of forms associated with the revenue collection process.
Assists in the preparation and entry of journal entries, purchase orders, and requests for payments from vendors.
Prepares quarterly trash and sewer billing, liens, as well as various delinquent fees, etc.
Maintain account activity, recording payments, researching accounts and other general clerical accounting duties.
Prepares monthly Engineering/Consultant, legal and architectural billings and escrows.
Scan checks into DocStar and file when necessary.
Process all tap-in loan payoffs, prepare satisfactions for the liens and works with Township legal counsel.
Process and deposit all money received for permits.
Respond to Finance Right to Know requests as allowed by law.
Respond to Portnoff disputes and provide backup documentation.
Prepare and track deposits for Zoning Hearing Board, Subdivision and Land Development, zoning permits and certifications.
Record and track all checks and transfers from solid waste and sewer revenue funds.
Prepare updated financial certifications for title companies.
Process requests and adjust billing for change in level of trash service and coordinate with Waste Management.
Maintain files, update billing records for sewer rental disputes and property owner/tenant release forms.
Assist Financial Analyst with Accounts Payable, Payroll, Financial Analysis & reporting, Budgeting and Forecasting, Risk Assessment, Policy Compliance, Data Management, Reporting Communication.
Performs related work as required.
Qualifications:
A high school diploma plus a minimum of three (3) years of progressively responsible bookkeeping and/or clerical accounting experience.
Some college education in the area of accounting, finance or other related business courses preferred.
Excellent organizational skills.
Good knowledge of bookkeeping and accounting principles, practices and mathematics.
Demonstrated ability to effectively handle difficult and possibly confrontational situations with members of the community.
Considerable ability to maintain accurate financial records of some complexity and to prepare clerical and financial forms and reports.
Must have a strong proficiency or ability to learn the Township financial software (Munis, Tyler Tech - Enterprise ERP), Excel, and data analysis tools.
Ability to properly handle material of a highly confidential nature, exercise discretion, sensitivity, and use good judgment.
Strong working knowledge of Microsoft Office Word, Excel, Access and Outlook software programs for word processing, spreadsheets, database applications, and electronic mail functions.
Considerable ability to handle diverse and multiple tasks, with multiple individuals, simultaneously while providing excellent customer service.
Excellent interpersonal, organizational, oral, written, and computer skills with attention to details.
Considerable ability to establish and maintain effective working relationships with supervisors, co-workers and the general public.
Knowledge of local government finance and regulations is a plus.
Ability to work independently and as part of a team.
